"best" $150 range card or BELOW?

Well that pretty much says it in the topic.

Which one would use less power? I don't want to hear "6870 for $200 with a rebate that makes it $190" for example :D .

Would it be 550 ti , 460 700something MBs , or AMD's 5770 ?

Would these cards be over kill for 1440x900 ? The 4670 I have almost does the job for everything but L4D2, Batman Arkham, and Crysis. (L4D2 is close, I can use 2xAA and AS with models on medium, Crysis is 'ok' at Medium DX9, bad at 10, Arkham has a few hiccups at medium but not bad).

I'm thinking the 5770 would do it?

It should allow you to max out every game at that resolution for a long while to come. A card like the HD5770 you mention would do well at that resolution but if you can afford it the GTX 460 is a much faster card; 30% faster than the HD5770 at reference and it can also overclock 20-30% on top of that. That model specifically has some of the best cooling around and is very nice deal.
 
The Corsair 400CX has 360w on the +12v rail. The GTX 460 768mb uses about 115w under normal usage and 150w under stress testing so you will have over 200w left for the rest of the system. That should be enough unless you have a particularly high wattage CPU and a ton of hard drives and such. When Guru3D tested 5 of those cards in a system with an i7 OCed to 3.75ghz they all were right around 300w so you should even have some room left for overclocking should you desire.
That said you will need to use a molex to 6 pin PCI-E adapter like amirp pointed out. Fortunately the card I linked actually comes with one. You may want to order that card today as I believe that price is a special for the weekend and you aren't likely to do better within your price range.
