URGENT: When i boot into windows, screen messes up after ~15 seconds

Hey, I am not 100% sure but i think this is graphics related, when i boot into windows, everything is good, and then after a few seconds, the screen looks like this:

not good. I am running a HD5770, its overclocked slightly, but i have been running this overclock before without any problems. I havent increased PCIE voltage.

I want to go back to stock speeds but i dont know how because the screen goes before i can get into MSI afterburner or CCC. Anyone got any ideas what i can do?

Oh, and i CAN boot into safe mode, but i am not able to access CCC or msi afterburner in safe mode, it gives a different error for each.

Other specs: Q6600 @ 3.2 (400*8), 2GB DDR2 @ 800Mhz, 4-4-4-12, 800W PSU. Windows 7 64 bit.

Update: I managed to fix it, in case anyones wondering.

Booted into safe mode
Used Driver Sweeper to remove old ATI drivers
Downloaded new ati drivers
Rebooted into normal mode
Installed ATI drivers

Im not gunna overclock my graphics card again, i dont think its worth the very minor gains
