Do you need video to POST?

I cant POST or get any video
I dont have any onboard video, im using some old PCI card
I'm doing my first build and dr. debug gives me an A2 error code which is apparently associated with video problems.
So my question is, is video required to POST? If not I think my problem is either my PSU or Motherboard

I am wondering if its the PCI card. Make sure it's seated properly. or try another slot that you are able to use.
