Yes, I suggest you change your PSU. That's the last thing you want to fail. You don't want a crappy PSU damaging your precious setup, do you?

You can also downgrade to the 955BE to save some money. It's easy to overclock the 955BE to higher-than-965BE levels. You might also be interested in a CPU cooler. The Cooler Master Hyper 212+ is a good value for money.

By the way, what currency are you using? It's hard to put those prices into context without a currency.

The Hawk is pre-overclocked to 780 MHz, while the Cyclone is 745. Aside from that, the Hawk has voltage control for some of the other components, so it might overclock better. The Hawk has a bigger heatsink, so I think it it will have better cooling performance than the Cyclone, but then again the Hawk has higher clocks.

Either card will work in your system.

The Hawk is the best GTX 460 around if you are going to overclock.
I agree on getting a better brand of PSU and saving some money with the 955 instead of the 965. I often see the FSP Saga II 500w as a recommended unit for both price and quality that is available in India;

It's significantly better and cheaper than the coolermaster unit you listed and it should handle the system you are building well.
Have you considered the HD6850 instead of the GTX 460? They are basically equal in performance at reference and the HD6850 seems to be cheaper where you are;
