Just Cause 2 keeps lagging

My rig is an Intel core i7 870 with a overclocked gtx 275 card but still this game keeps lagging.Also the weird thing is that even though I am getting 30-40 fps the game still fills laggy.When the fps decreases from 37-31 I rarely notice it.In this game when the fps goes from 37-31 the game feels weird the player's walking speed reduces and the whole game feels like its running in slow motion.I already turned vsync off.Will a video card upgrade to the 460 solve my prblem?My resolution is 1680X1050

what are full system spec? windows? 460 will run it very well on 16X10, try changing settings AA / AF off

4GB DDR3 1600 MHZ RAM
Overclocked gtx 275
windows 7 64 bit
I ran the game with everything maxed except Anti aliasing on 2 and AF on 16x because it does not hurt performance.Will 460 get above 40 fps because at 30-40 fps the game feels laggy

Bro,you must have misundertood me.My current card is a gtx 275 and I get 30-40 fps in the game.SO will an upgrade to 460 net me above 40 fps on the same settings where my 275 gets 30-40 fps?

you should get 60FPS avg 4xMSAA
