Restart the computer, go into Setup. In Setup, Load Optimal Settings. Save the settings and restart the computer. Max cpu speed should be restored!

Have you gone into the bios and disabled cool and quiet and w/e intel's is called? Is the laptop hot to the touch anywhere while its booting?
