My PC details: Gigabyte GA MA770-UD3
AMD Phenom II x3 710 2.6Ghz
4gb ddr2 800mhz memory (4x 1gb)
Ati Radeon HD4850 512mb
Western Digital 500GB 32mb cache
Windows 7 64bit Ultimate
I have this problem about a half year, i have tried everything imaginable, it happens everywhere, wathcing youtube videos, or playing counter-strike ( which is pretty outdated game to stress my pc). I also monitored my PC with HWmonitor, to be sure, its not overheating problem, but my video card tempreture was about 55'C when gaming, the cpu was at 44-46'C.
I reinstalled the whole operation system, tried at least 3 motherboard, video card, sound card, lan driver, nothing changed; anyway i keep my drivers up to date. I also tried 32 bit and 64 bit win7 to 100% be sure its not driver related.
When this spike happens, my cpu mhz goes down from 2600 to 1400- or 800 or something like that(in Argus monitor), the only thing i can see is that:

I just downloaded process explorer to see if any other programs causing this spike, but all the things were normal, also monitored the I/O.
Hope you guys can give me some advice how to solve this, im really tired and disappointed.
