According to the AS rockP67 extreme-
3 x PCI Express 2.0 x16 slots (PCIE2/PCIE4: Single at x16 (PCIE2) / x8 (PCIE4), or dual at x8 (PCIE2) / x8 (PCIE4); PCIE5: x4 mode)
this is the expansion card specification.Does this mean that at Sli or CF it would run at bandwidth X8/X8.

AFAIK all P67 chipset based mobo will have x8/x8 when running CF or SLI. but if you use the firs slot and the third slot it will be x8/x4

Not really some still support 16X/X4 sli or CF.

honestly i'm not really familiar with multi gpu setup since i never have one to experiment on . however i do know there were some limitation on P67 (just like intel previous chipset such as P55) that preventing the PCI-E lanes from running at full spec when on multi gpu mode. but some motherboard vendor take different approach such as putting nvidia NF200 chipset on the motherboard
