My e7500 running hot

Hello,
my e7500 is running at 80c while not even doing anything. my motherboard actually has it underclocked at 1.6 ghz (getting a new motherboard really soon to fix this) I'm wonder if you could give me some advice i'm pretty sure the heat sink its installed correctly. i don't get it. Thansk in advance.

any help guys? i can't seem to get the heat sink to lock into place. the holes in the motherboard are to small i think? i get them in there but it doesn't click, and comes out with a little force. and when i set the computer upright it dangles slightly. shouldn't the heatsink fit into all mother boards? its a intel d945gcfg1 motherboard. also i can't control the fsb. its running at 266.68 x 6 which is super low i can't figure out how to bump it up, theres no way to control it in the bios. Very frustrating all around..

Backing up....
1) Thermal paste how does it look?
2) Is this the "stock" heat sink?
3) On the legs the black parts should be turned opposite of what the little arrow point and pulled away from the back a little?
4) Did you read the official Intel instructions?

You should attach cooling fan in your CPU.

remove your heatsink then check if the pins were bent. align it then reinstall it.
