Here's a build:

CPU & Motherboard: $175- i3-2100 & Biostar H61MH (Great Processor and cheap motherboard, lack Sata 6GB/s, and USB 3.0)

OS: $95- Windows 7 Home Premium SP1 (64bit)

RAM: $35- Gskill NS 2X 2GB

Speaker : $27- Logitech LS21 2.1

Power Supply: $45- Corsair Builder Series CX430

Graphic Card : $125- Sapphire 6770

Monitor: $110- Acer S201H 20" LED

HDD: $40- Seagate Barracuda 500GB

Case: $30- Xigmatek Asguard II

Optical Drive: $20- Asus

Total : 702 USD

Rebates: 40 USD

If this goes overbudget, possible option includes dropping the Graphic card to Sapphire Radeon 5670 worth $70. Save $55.

If there is some money possible upgrades include changing monitor to Acer 21.5" worth $130 or a case upgrade to Sentley Black worth $35
or even an upgrade of graphic card to GTX 460 worth $150
