Troubleshooting no input

I turned my computer on about 3 weeks ago, and received no input to monitor. I could turn computer on, but no off. So i thought it was failing POST and bought a new video card. Well the video card has not fixed problem. I have reseated the CPU and memory. Attempted to reset BIOS though not sure it was successful. I do not know what else to do. any suggestions would be greatly appreciated.

Try putting your old video card into another computer to see if it works. If it does, it's either your PSU not supplying your GPU with enough power, or a bad motherboard.
