Hello,
Have a Dell Vostro 400 (WinXP Pro SP3) that originally came with 2GB of DDR2 RAM and E4500 Core 2 Duo processor @ 2.2GHz. Juat upgraded to 4GB of DDR2 RAM. Hoped to upgrade processor, but MOBO does not support Quad Core and only probable upgrade path is to E6850 (3.0GHz). How much improvement in performance could I expect from E6850?

Depends on. If i recall correctly there is only a 0.8GHz difference between those two. That wont give you many more FPS (in games) nor save you much time (in rendering software).

I would suggest saving to a new rig. Your dell is getting abit outdated.

Guess I should have specified that I am not a gamer, but rather primarily use typical MS Office applications with occasional use of CorelDRAW or image editing programs. Plan to move to Windows 7 and keep this computer for a couple more years if possible.

Then definetely not. The difference would bearly be noticable at best, and thats not worth your money.
