GIGABYTE Mobo Post Issue

Hey forum! Got a brain buster for ya! Bought a PC from a friend WORKING and now it wont boot.

Before you read, this PC was working the day of purchase. All previously installed components were re-installed on inital boot-up once placed in NEW cage.

Here's the specs!

Motherboard : GIGABYTE GA-G31M-S2L
Proccesor : INTEL CORE 2 DUO 2.6GHZ
Installed Memory : 2.25GB DDR2 Unknown Brands
Video : Onboard GPU/RAM/VGA Out
PSU : Unknown Specs

Here's my issue!

Removed PC from case and installed it in it's new home. Booted and recieved no post beep, yet no failure beep. Speaker installed. Reports errors fine. Removing all ram causes the speaker to report RAM error, 3 beeps - slight pause - continuous beeping. No mouse light (PS2 or reg), no keyboard light (usb or reg).

Troubleshooting Steps Taken ALREADY

ALL TROUBLESHOOTING WAS DONE ON A WOODEN WORKBENCH WITH CARBOARD ATOP IT WITH A GROUND FROM PSU TO SERIAL PORT SCREW ON MOBO.

Removed PC from case and tried to boot on cardboard. FAIL

Tested RAM in another pc along with PSU and fans. PASS

Removed CPU heat sink and checked for heat activity within 5 secs. PASS

Tried resetting the CMOS a million and 1/2 times. FAIL

Installed NVIDIA 8800 GT, which was the original owner's main video output when he owned it. FAIL

Reset CMOS again. FAIL

Tested case for shorts with standoffs and a voltage meter. PASS

Tried 3 working PSUs. FAIL FAIL FAIL

Followed any and ever tutorial I could find. FAIL

Well that's about the just of it. Really need to boot this thing soon! Thanks in advance, I know this forum community will have my issue solved!
