Is this motherboard fried?

I was recently given a Asus CM1630 that was going to be thrown out because it would not work anymore. I thought maybe I could fix it because my computer is 12 yrs. old, but I don't know what else to try. The computer will not post, no beeps, no power to monitor, mouse, or keyboard. Fans are running, led on mobo is on, cd opens. I tested the power supply with a tester and it is good. I tried taking out the memory sticks and moving them around, nothing. Reseated the cpu after cleaning it up, still nothing. I disconnected the hdd & cd, Reseated both of the system power plugs. Removed the battery and move the clear cmos jumper. Examined the capacitors but they all look fine. Shook the computer for loose screws possible shorting something out, nothing. I purchased a diagnostic card but it just says EEOO? What does that mean? The computer's bios is Ami. The booklet that came with the diagnostic card says nothing about that code. I have been reading alot in forums but don't know what else to try, any ideas?
