Thoughts on what to upgrade

I recently built a computer I purchased all the parts from microcenter, that is why I went with an intel processor, and also because they had a sale if you get a processor you get $40 off instantly on a sandy bridge motherboard, well I bought these parts:
intel core i3 2100
msi H61MU-E35 (B3)
ocz 4GB ram (cannot find the model number)
cooler master haf 912
I am currently reusing a psu and I do not have a graphics card yet, so I am looking for your help to decide on which psu and gpu that should buy, the gpu preferably under 200 dollars and off amazon because I have some credits on my amazon account. The psu I would want it to be under 50 dollars. I am eyeballing the 6850, but I am unsure of what brand to choose.

If you are going to add in a 6850 card, you're mos tlikely going to need a power supply that costs more than $50. However, you should be good with something like this.

CORSAIR Builder Series CX500 V2 500W ATX12V v2.3 80 PLUS Certified Active PFC Power Supply - $59.99

For the graphics card a 6850 is pretty good. Here's one that is a good deal.

I read the reviews on that card that you recommended me and most of the people are complaining about the fan being to loud I think I would much rather have a quiter system even if it means paying a little more
