Cpu bottleneck? should i get this?

I have an amd athlon ii x2 250 3.0ghz processor and a 1gb radeon 5670. 3gb ddr3 ram. Am I bottlenecking? Also, I record games with fraps, and it seems quite intense on my cpu, I'm thinking an upgrade to a phenom 9850 quad core 2.5 ghz with a radeon 5770. Is it worth it?

Athlon II imo is more reliable than Phenom (I) and right now you aren't bottlenecking anything

When you're recording with FRAPS, the FPS slows down to less than 30 FPS, which is quite normal.

Even if the game is only using two cores, other Windows processes will be running in the background as well so having four cores is good.

However, shrkbay is right - you should go for a phenom II not a phenom I

Yes, you should upgrade your cpu such as a phenom 2 955

a minimum upgrade from your current cpu to see a good increase in performance would be a phenom2 x4 955 or better http://www.anandtech.com/bench/Product/121?vs=88
Even with your current cpu you should see a benefit by going to a 5770 in most games.

^what? even athlon 2 x4 would be a good improvement, but yeah, to see a huge jump he should go for Phenom 2 x4 BE

If you're low on money, a Phenom IIx2 or an Athlon IIx4 will be more than enough with a 5770. But you may want to save up for a Phenom IIx4 955 or better (although newer model Phenom II's are priced higher for what you can overclock to and beyond to stock.)
