TA990FXE Wont boot passed windows logo

just as title says, when i load up my computer it loads normally until windows logo comes up, after a couple of seconds it stops and then restarts it self, i dont know if it my hard drive but im sure its not because i took out my old laptop and put it in there and booted up fine and normally. So im not sure if i have the jumpers on wrong but im going to try that. Please any suggestions or help would be nice

just realized that i used to have intel installed on my hard drive, and im using amd now, is there a way to get the drivers installed onto that hard drive and have it boot up fine after that?

Nope. You are going to need to do a format and fresh install of windows.
