This is a new build, and I'm new to this stuff. I can't seem to get the three fan to work in this case (CM STORM Scout). Also for some reason the video card is not working which is a Radeon HD 5450. The motherboard is the P6X58D-E. Any HELP you could offer I would be thankful.

Welcome to Tom's Hardware Forum!

As far as case fans are concerned, 'Daisy-Chain' connect them directly to the PSU using Molex power adapter cables that came with the PSU or motherboard or both.

After you get them all running, you may disconnect and re-connect the fans to the motherboard fan pin headers, and control them by settings in the BIOS.

Regarding the video card; unplug it and then re-install it, and make sure it is well seated in the PCI slot, and then connect the power to it using the power cord provided with the PSU.

Assumption: the PSU is in working order and of adequate capacity.
