Can a non working video card stop my comp from booting up

Hello, I left my computer for about half hour and when I came back
it had a blue screen saying there
was a hardware fault and refused to boot up I replaced the MB CPU &ram and still it won't boot up
I have checked power supply no
problem there so now the Question
is could the Graphics card be the culprit ? It goes as far as the start your windows in safe mode
section but will not do that !
If you have any Idea ? regards

Yes, I gave my friend my old 4870 and his computer would NOT boot up after spilling mountain dew on the card. I actually hard to remove the card and reset his bios before his computer would start up.

thanks for your input Beeman ! When I sat back I realized that i had to do A re-install
instead of blaming the video card and it made all the difference . Sometimes it's the smallest thing you forget to do that causes the problem. So if you ever have put in a new mother board you have to re-install windows on your H/Drive !!!! > learning all the time!!!
