Since you will be using one one GPU, the choice reduces to GTX 570, GTX 580, and Radeon 6970. GTX 580 is the fastest no doubt but also costly. By going cheap you can have GTX 570 which has good overclocking potential and also great SLI prformance .
Based on these facts here's a build just under $1500. You can definitely bump up the build depending on your wish

CPU & Optical Drive: $322- i7 2600K & Sony DVD Writer

Motherboard & SSD : $280- Gigabyte Z68X UD4 & OCZ Agility 3 64 GB (great motherboad , & good ssd)

Asus maximus extreme is a great one, but you can have the same features with a board that will cost less than $200.
Gave you 64 GB since you are not sure, you can give it a try, if you like get another one.

Power Supply & RAM : $175- Thermaltake Black Widow 850 & Corsair Vengeance (2x 4GB) (modular PSU & cheap RAM)

Cooler: $75- Noctua C12P (Will give you the headroom to overclock to around 4.5 GHz)

OS: $100- Windows 7 Home Premium SP1 (64bit)

Thermal Paste : $5- Shin Etsu

GPU: $325- EVGA GTX 570

HDD: $55- Samsung Spinpoint 1TB

Case : $160- Corsair Graphite 600T

Total (Excluding Rebates) : 1497 USD

Rebates: 85 USD

I can't help on speakers though.

would a full tower case be more optimal due to the size of the gpu and the cooling unit?

A 570 will run dual monitors fine, but go for the 580 if you have the money to burn.

Almost all gaming towers are mid towers. Full towers just allow you to put in lots of drivers and extrended atx mobos, which are only for servers.

no problem, hope this saves a few $$ for a nicer GPU (although there isn't much else that is better than the card your getting) say i haven't added it all up, but what about SSD? and cooling wise, an cheap, good cooler (air) is the coolermaster hyper 212+, IDK the price of the Noctua, but if you need extra $$ for SSD, then why not?

I think if he's aiming for a budget this high he might as well get the Noctua. That thing is slick.

IMO, all the cards are the same (except for factory OCed ones) the companies just stick stickers on them...

some GTX 560ti factory oc cards can keep up with a 570 (i think MSI twin frozer was one of them, but IDK so don't quote me) and are cheaper. but on a 570 can OC as well, so if you want the performance of a 570 but don't want to oc then i would recommend a 560ti OC edition
