With my USR Winmodem I used to connect at 52000 bps, but when I changed to USR 56K 2977 Hardware modem, I only connect at 42666 bps!

What could be wrong?

They both have different characteristics beyond that of the modem speed. One may be more sensitive to impedance. One may filter out noise better. Maybe one is just set up to not max out.
