ICS on winXP

Ok, I'm using my box as a server and I have internet sharing connection on so that my brother can connect to the net through my connection through a router. Well heres the problem, he cannot view certain webpages, and while ICS is enabled, i cannot FXP (transfer files from FTP site to FTP site). What's wrong?

Hmm, I don't understand. So you have a router? Then why are you using ICS?
