Ebuyer having AMD bulldozer on 28th october

I was checking a site named Ebuyer, it was for the Bulldozer CPU's and it says they are expected to get them on the 28th of October. Is this how long it takes for a shipping, or does it come out on the 28th?

Yeah, I have seen the reviews. People may think the CPU is rubbish, yet it will do what I need it for.
