1866 MHz vs 1600 MHz DDR3

Is 1866MHz noticeably faster than 1600Mhz? I am not concerned about price differences, but I just want to know if it makes a significant difference for mostly gaming usage.

Nope. Not even 2400 RAM would be much better in gaming.
