is the ati radeon hd 5570 the same as the xfx ati radeon hd 5570. Does the XFX really change it from being a 5570. Reason being Im thinking about upgrading my graphics card. My PSU runs on 305 watts, and I heard the ati radeon hd 5570 can run on 300 watts or lower

The reference ATI HD 5570 is just a little bit different from the non-reference card like XFX. But sometimes it doesn't change anything like the performance or anything.
It depends on the brand/maker/model of your PSU, if it's an onboard PSU (included in your CPU case or bundled when you buy it), then you should change/buy a new one that have a greater watt.
