Is it at all possible to make a short DVD movie on a regular CD-ROM that'll play in a DVD player AS a DVD movie?

Well it is possible, long...very long!!! But kind of easy.

With the tutorial now I am able to creat VCD that works on any Home DVD player! But u can make DVD : MPEG2 instead of MPEG1

Yes, it is indeed possible. In fact it is done frequently and even as a not-quite-legal commercial business in certain countries...
