Im using an i5-760 @ 3.0Ghz in a MSI P55A-G55 mobo, using the stock Intel air cooler.

My CPU's temps are 35C idle - 65C full load.

Im looking to overclock to around 3.3ghz and would like to ask the following questions:

a) Im using MSI control center to OC, what base clock and volt figures should I use to OC my cpu to 3.3?
b) What air CPU cooler should I buy to ensure my temps remain stable? (budget ~£35)

For such a mild overclock, you do not need to adjust voltages at all. Simply raise the multiplier to 33. The cooler everyone seems to like is the Hyper 212 Evo by Coolermaster.
 
I have used the Cooler Master hyper 212 + on my Intel® Core™ i7-2600K and I have been very happy with how it has performed. I think you would be happy wiht the new Cooler Master Hyper 212 Evo and you should find that gives you some nice stable temperatures for your Intel Core i5-760.
