Low pings but horrible speeds/bandwidth

I have great pings 40ms to most places, but I have HORRIBLE bandwidth issues. I'm advertised to get 12 mbps, and when it's working correctly will almost get those speeds. But it seems like now I get sub 3 mps now and I don't know what it could be.

I have bypassed my router and still have the issue. I've had 2 tech guys come out and of course it was working correctly when they came and the first guy replaced the cable modem.

My modem is an RCA with a Model # of DCM425

Anyone have any ideas? This is getting REALLY annoying.

Could be that if you downloading using torrent trackers your isp restrict your bandwidth. Who is your isp? when do you get low bandwidth

This is why I hate cable....it's a shared connection with your neighborhood. If your neighbors get home from work and decide to download porn at the same time you will get a massive drop in service. And the advertised speed is a maximum, not a guaranteed. For a guaranteed service you would be required to have a leased line(T1, T3) and then you would have a guaranteed speed.

Yeah, so far from what I could tell, it's all line noise. Nothing I can do on my end it seems.
