New build PC won't power on?

First let me say I have followed all the standard guidelines for when a new PC build doesn't start. Unplug everything, plug back in a component at a time, verify secure connections, verify compatibility, etc. The PSU work's, the motherboard is brand new. Everything worked before or is brand new. The motherboard is an Intel Desktop Board D915PBLL. The PSU is a generic 450 watt that came with my case. I have everything plugged in according to the MB manual, etc. When I hit the power button a led on the case comes on, as well as the green motherboard light. But no fans spin, the drive doesn't spin up, nothing.

Sure sounds like a faulty power supply. Try the "paperclip test"
