Not any modern ones. I ran old ATI tuners in a P4 system with no issues. But it does use up CPU cycles as it needs to process the video, especially if you record and convert at the same time. Not sure what you mean by "excessive" though. It's less CPU usage than if you were converting a DVD to DIVX or something.

Very low... I have 2250 HDTV tuner. When i have it running it takes about ~ 7% cpu
