Upgrading Desktop Help?

My current desktop is this:

I've already added a new CPU (Phenom II X4 945 3.0Ghz), GPU (Radeon HD 6970), and PSU (600W). I plan on replacing the MoBo and getting a new CPU cooler to OC with. The things I will buy are:

CPU Cooler: Yet to find

Just a few quick questions:
1. Any recommendation for a CPU cooler that is great for OCing (no more than $50)?
2. Will I lose all my data on my HDD if I replace the MoBo?
3. Do I have to buy a new OS if I replace my MoBo?

the hyper 212+ is $30ish and just as good or better than most $50-$60 dollar coolers.

Your OS is yours either way... so you dont need to buy a new one.
You shouldnt lose data replacing the mobo. You will probly have to troubleshoot some bios/driver issues though

Thanks for the advice! I was told that if I had the OS come with the PC (OEM basically), I'd lose it. Isn't that true?
