  1. And you have a disk in it? (not a blank one)
  2. Clean the disk, Clean the drives lens. If it still doesnt read buy a new drive.
  3. This is a common error with older mobos, and some lower quality mobos, that don't allow an IDE drive to communicate with a SATA HDD until the OS is installed. I've seen this a lot with Vista/7 installations. Are you trying to install Vista or 7 on a new or newly formatted HDD?
