Windows freezes at boot, system won't boot from cd or usb

Hello,
As I turned on my system today I noticed that it froze at the "Starting windows" screen. The screen the went black. I know that the hard drive had a ton of bad sectors so I suspected i went dead (no surprise). I threw in my ubuntu disc and that failed to boot. At that point I was getting worried. I tried a bootable usb and it didn't show up under the boot menu (I tried it on a different computer and it worked). I tried doing the windows startup repair, windows memory diagnostics with no luck. I cleared the cmos, loaded default with no success. I'm not sure where to go next.

Any ideas?

After reinstalling windows the problem persists

Sounds like a corrupted systems file, systems32.... last resort solution Wipe hard drive and use back up or just start over.
