You cant format the harddrive if its being used. This goes double if its your system harddrive and you are trying to format if from within the system. You need to boot from another source such as the ultimate boot disk, bart's boot disk, partition magic, windows pre-installation environment, your windows install cd ...
 
Why do you intend to format your hard drive? Do you realize that if it's your windows drive you will need to reinstall windows?

Also, Why is this thread called Cpu when it's about a hard drive that won't let you format it?
If you do need to reformat your hard drive then I suggest you download the bootable MiniTools Partition Wizard Home Edition, burn it to a CD, and try it. It always worked for me when I wanted to do some partition management such as formatting.
