This would work out very well. I used tax @ 5%. Pick an ATX case that you like. I put in $60 as a marker.
If you don't think that you need an SSD, remove it, swap the HDD for a Caviar Black SATA3 and get a GTX 580 video card.

So, your budget needs to include the monitor?
Why_Me has a nice build, but Starcraft (like any Blizzard game) performs better on nVidia cards, so switch out the HD6950 for a GTX560Ti, -OR- start with Kraash's build but drop the SSD for the monitor.
The previews I've seen of Starcraft show it looks pretty darn good even with reduced settings, so don't be convinced you need a monster GPU; get a 1GB GTX460 if necessary to make budget. If you are interested in overclocking, you'll need to get the i5-2500K, and anticipate spending $30-$40 on a decent 120mm cooler like the Xigmatek Gaia or Coolermaster Hyper 212+.
