How can I tell if a mobo is compatible right off the bat with an Ivy Bridge?

I was also wondering if an uncompatible model would let me to use the most basic functions of the CPU until I downloaded the bios update from the website of the mobo's maker.

A 7 Series board (Z77, etc.) is what is compatible straight out of the box with Ivy CPU's. And no, if the BIOS of a board doesn't support the CPU, it will just not boot at all.
