What is this video card problem called given my description?

I am real dumb a ss when it comes to video cards.

My Radeon 5770 card is doing the below, most noteably when running my PC in regular non power saving mode. When i am watching movies, there is what appears to be like an overlay of two images split in the middle of the screen. It happens most times where there is significant movement , but not always. It even appears when watching slow movies like porn, lol. I ran FurMark and I was not able to recreate this issue.

My mobo is Asus P6X58D-E with a 700 Watt Coolermster PSU, with 6 GB of RAM. I replaced my video card already under the warranty and it still happens. My system is professionally built. I am not overclocking except I tweaked my RAM a bit to run @1600 mhz. I changed the RAM settings to default in the bios when troubleshooting but it made no difference.

There is a setting on a computer called vertical sync, it makes your video card match the frame rate of the monitors refresh rate, when this is disabled, it results in screen tearing and is most notable in games. Although i'm positive this is the issue, i do not know how to enable it without a program(on windows and not in game).
