Why is my comp overheating and how do i get it to run cooler

i have windows 7 home premium 64 bit

gigabyte GA-890FXA-UD5

amd phenom II x4 955 processor

4 fans on my box plus whatever the components have

and it runs at about 45c

and its laggy like when you play a game with really high ping when you're not in any program.

there is nothing running on start up and no irregularities. no viruses. what should i do?

also i have all 4 cores unlocked not sure if that matters

  1. 45 isn't horrible. What is your max?
  2. Is that 45C at idle or under full load? The X4 955 CPU can safely run up to 55C under full load. If you need a better HSF there are many to chose from.   3. The lagging is caused by the latency (ping) of the connection between you and the game server. It is not something you can not do much about.
  4. ^+1 do a speedtest and check your ping and speed.

    Updating your boards Lan drivers and resetting your modem will also help.
    beenthere suggested an excellent HSF the 212+ i use one myself.

    that's idle under no load at all and my bios confirmed it. if i change that won't it void my warranty? only 6 months old

    no i'm using that as an example. i'm not in a game or even on the internet and my comp lags like that
