Clean installing upgrade windows 7 package?

I am going to build a computer and the prices for a "full" windows 7 package are pretty high. So i found this website http://www.winsupersite.com/article/windows-7/clean-install-windows-7-with-upgrade-media
and this website http://www.sevenforums.com/tutorials/1649-clean-install-windows-7-a.html which both say that I can take my computer with no software, not anything on it, and install an upgrade package to it right? Just to be clear i will not have a previous version of windows on the computer, so will it work? Thanks.

U must have XP or Vista or Win7 valid licence to use when performing Clean Install Windows 7 With Upgrade Media .

On the second link though it says "Do a Clean Installation if:
Your computer has no operating system installed, or it’s running a version of Windows prior to Windows Vista with Service Pack 1 (including Windows XP)." Technically you need a previous version of windows, but this website has workarounds. Are they not legit?
