Asus p8z77-v pro/thunderbolt cpu red light solid, no post

OK, putting a new system together. Got all the parts together and there's a solid red cpu light
on the mother board. The system powers good, but will not post. Looking for better ideas.
Sorry about the length here, but I know sometimes the trick is in the details. If there's something
stupid I'm missing please help.

I've read several posts to see if If I could resolve the issue before posting anywhere.
Here is what i've done already.

1. I took out CPU checked for bent pins and reinstalled. All was normal, no change.
2. I have 4 sticks of RAM so I removed first 2 then 3. Manual calls for single stick in
slot 2, 2 sticks in slots 2 and 4. I have tried switching to 1,3 and 1 still no change.
3. I removed 1 at a time all drives attatched to the MB. With all 4 drives unconnected
still no change.
4. I removed and reseated GPU no change.
5. I removed and reseated all PSU power cables to all drives, boards, fans, and case.
6. I've reset cleared rtc via the 3 pin connector
7. I've tried the bios flashback button I've not manually updated bios via usb (still an option)

I have the same board and I got mines to work by placing my ram in slots 2, 4.
I also have 32 gb of ram.
I had to turn off the two toggle switches on the mobo for tpu and epu.
That did it for me.
