Windows 7 64 Bit Oem, A Blu Ray Burner, 2 Dvd+r drives, network card, and a media reader. Will this work ? It's my first build

That PSU is crap, it will not put out 700W to the 12V rail ( only 570W ) which is where most of the power is drawn from and the 12V rails it has are low amp ( only 16 ).
Get this one instead:
Antec HCG-750W $94.99 ( before $25 MIR )

You don't need a network card, the on board networking will work fine.

Not sure why such an extravagant amount of DVD drives, as a single bluray would do the job, but whatever rocks your boat on that one.
But with that many things you 'might' run out of Sata cables, so make sure you have plenty of them. Mobo probably does come with the 4 you need, but check just in case.

Other than that the build does seem to be quite nice.
