How to tell if motherboard is dead

Hello, I just built a new computer the specs are:
-ASRock 760gm-gs3
-AMD Athlon II X3 450
-MSI radeon 7770
-1 stick 4gb of 1333Mhz DDR3 ram
The motherboard powers on all the fans and everything but it does not post and there's no video. Is my motherboard dead?
