Thinking about a Sapphire Radeon 5670

Can it be done with this motherboard? Will the CPU bottleneck anything? Do I need to upgrade the PSU as well?

Would a 512mb version make much difference?

That cpu frequency is too low and course will impact perfomance. try to overclock it at least 2.8Mhz or 3Mhz, if possible, if not you can still go with the HD 5670 and play with average almost good FPS. also I should mention it will depend on the resolution, the resolution I would recommend in your case is 1366 x 768 or 1280x1024. with this card your PSU might be on its limits but will work, If you want to be avoid future problems get a 400W 80+ certified.
