Motherboard power

Hey guys, i was just wondering if a motherboard would power on without the CPU/RAM in it. i dont need it to POST or get to bios, im just trying to test if the fans/fan controller is working on my new build (other parts haven't come in yet) but the way my fan controller and case is hooked up, they wont start up unless the motherboard will take power from the PSU. thanks for any answers!

sorry i think there is a language barrier here, im not trying to figure out any problem, im just wondering if a motherboard can start up using the power supply by pressing the case button that is plugged into it, without a CPU or ram. I dont need to POST, or see bios, or anything, just check if its getting power.
