From the specs it is a good machine, but I would question the vendors of the HD and PSU. Also, water cooling adds to the "cool factor" but won't perform better than a good air cooler. If you were building a similar machine machine the bill would come in well under $1500. If you aren't into building, that one would be fine.

I'm a rookie at this, but is it possible to add an ssd to a machine like this after the fact?

Yes. You would need to reinstall the OS and applications as well as transfer any files you have.

if I added it before i installed the os, i could install the os onto the ssd, right?

Yep. That would be the ideal way, but there is nothing wrong with adding it later if the funds aren't there to get the SSD up front. Just time and rework..
