No display... GPU problem?

My newly built PC won't show any display with the graphics card I put in. I have yet to even put my Windows 7 on there yet because I can't see the screen for the most part... but I'll explain more of that later. I plugged everything in correctly that I am aware of and I have gone through the checklist provided by this website for booting issues. I have a very good feeling the problem lies within my XFX HD 5850 Radeon GPU because when I boot it up without the card, using the integrated graphics on my i3 2100 Sandy Bridge I get a display. Also, when I start it up I get 2 quick shorter beeps then a pause and another short beep. What is this known to mean? I have both of the the PSU's PCIe connectors in position and securely fastened. I've checked everything for dust or other obstructions and it was all clean. Does anyone have any clue why this is happening?

Also, when I try and install Windows 7 from the integrated graphics in the CPU, Windows fails to find the driver to save it to. I am assuming it means it can't find my HD which is hooked up by one SATA cable. Any sugestions for this as well?
