HI everyone i really need help i just finish building my new PC everything was good till i turn it on ASus screen loads up then i enter BIos Uefi or whatever its called My mouse point laggs in the screen and when i try to load up windows 7 it shuts down i tryed the HDD in another computer it works fine GPu is fine since it shows up on screen since my motherboard doesnt have Onboard GPU, ramm shows up when i turn on Computer 8GB and My porcessor Temp is 45C when i just started it up AMd x4, it seems i cant load my OS it just shuts down and my bios freezes u guys think this is a MObo defective?

Could be a bad mobo or PSU but run through this guide step by step and then post back http://www.tomshardware.co.uk/forum/261145-13-perform-steps-posting-boot-video-problems
So it could be the PSu or the MOBo
I turn on the PC go to the Uefi bios the Mouse laggs i cant boot up Windows 7 Cd installation cause rigth after it blue screen or shuts down it only shuts down when i load an OS not in the Bios
THe psu is a corsair 650w v2 tx i can see the inside it has this white stuff over some of the heat sinks dont really know anything about it tho
