Ram showing at 667 = 1333MHz which is the default for Sandy Bridge unless manually changed in BIOS.

That's normal. It is DDR, so double that to get actual data rate.

I mean do you have a specific case workload that causes your computer to be bottle necked, like a game, benchmark, program ?
