yeah if all your budget can permit is 75 bucks then Id def head to ebay and grab a 4870, imo it is not worth getting a low end dx11 card for that price you will not be happy with the performance.. other good choices would include a 4850 or gts 250 but both of those cards would be slower then the 4870 if you can find one for cheap. Also if you can find a gtx 260, they are generally on par with the 4870s especially the core 216 models, and often can be found on ebay for around 70 bucks so that would also be a valid choice, take a look at this chart to compare the performance level of old gpus and get a second hand gpu off ebay or craigslist and get gaming.

This is out of your budget I'm aware but it's a way better card than the ones mentioned, and if you can live with a mail in rebates, it would be 74.99 according to newegg. I just picked up this card over the weekend from Microcenter, and for the price you pay, it's a great card.

At 1680x1050, I can max out Far Cry 2 on Ultra High Settings with 8x AA. Performance wise, it should be between a 5750 and a 5770. Keep in mind, I'm using an old Athlon dual core with 4 gb of ram with this card and I'm getting these results.
