Sparkle gtx460 non-reference runs loud

I know that it's crap card because it's non-reference. But when it was brand new,for about 1 month, it ran with no sound at all (idle).
Any suggestions how to fix it? Oil fans? Clean "heatsink"? Or put aftermarket cooler?
It makes bad sound even when it idles (40% fan speed(minimum)). I undrestand that I can't make it silent on load,it sounds like a boeing.

Well yeah, when I set fan to 60-90% it sounds like this. Maybe little queiter.
But at 40-60% it's queiter.

Would it be very difficult to remove heatsink? Ir it's maybe possible to put some oil without removing anythink? :D 

btw. temps 29c(idle) - 70c(nasty load)
